Equipment tests vs PMS: what SIRE 2.0 inspectors ask and find
Many observations are simply records that don't match: a test done but not logged, or logged on a different date from the planned maintenance system.
Do this before the inspector arrives: Match monthly GPS, AIS and radar test dates with the PMS.
What the inspector wants to see
- Monthly test records that match the PMS dates
- Maker's test procedures at hand
- Bridge equipment inventory
Questions inspectors ask about Equipment tests vs PMS
How many blows can an alcometer take before it must be replaced?
Normally 200-300. Press and hold the power button to see how many have been used.
How often is the personnel transfer basket proof-load tested?
Every 2 years, to twice the designated weight.
Is the accommodation ladder turntable and pin included in the PMS?
It should be. Leaving its inspection and maintenance out of the PMS was flagged.
How is testing of forepeak store bilges evidenced?
By deck log book entries for the bilge tests.
How do you test and calibrate a PT100 cargo temperature sensor?
Connect a Fluke meter at the junction box, read the resistance and convert it to temperature using the table.
Which bridge equipment performance tests are commonly asked for?
NAVTEX, echo sounder and AIS performance tests.

Real Equipment tests vs PMS observations, and how to avoid them
The responsible officer had not confirmed that loose lifting gear (chain blocks, slings, shackles) was tested at the 30-month interval set by company policy.
Avoid it: Keep a register of loose lifting gear with test dates and remove overdue items from use.
The engine room water mist automatic start test was done quarterly instead of monthly as MSC.1/Circ.1432 requires.
Avoid it: Set PMS intervals for fire system tests to match MSC.1/Circ.1432 and maker requirements.
There was no procedure for checking the accuracy of the electromagnetic speed log or what reference to compare it against.
Avoid it: Check the EM log against speed over ground while allowing for current and wind, and record results.
Interviewee's 3-monthly speed log check compared speed through water with true speed without allowing for current or wind, which is not a valid test.
Avoid it: Use a proper log check method, such as reciprocal runs, so current effects cancel out.
The PMS set BWTS UV lamp replacement at five years, while the maker required replacement every 5,000 running hours.
Avoid it: Set PMS intervals to match maker requirements, by running hours where specified.
Procedures covered daily and pre-arrival whistle tests, but not scheduled testing of the whistle's automatic signalling system.
Avoid it: Test the whistle's automatic fog signal function as well as the manual whistle.
No procedure existed for carrying out the periodic tests required by the manufacturer's instructions for navigation equipment.
Avoid it: Transfer maker-required periodic tests for bridge equipment into the PMS.
Interviewee could not find the loose lifting gear or explain the procedure, and had not prepared its inventory, test and marking records.
Avoid it: Keep a loose lifting gear register showing location, ID marking and test dates.
